Punjab Approves New Driving Permit Plan – Big Change for Young Riders

The Punjab government is set to introduce a new driving permit system following the approval of key legal amendments during a high-level cabinet meeting chaired by Punjab Finance Minister Mian Mujtaba Shuja-ur-Rehman.

The decisions were taken in the 30th meeting of the Cabinet Standing Committee on Legislative Business and Privatization, where all agenda items were reviewed and unanimously approved.

Juvenile Driving Permit Approved

One of the most significant decisions was the approval of amendments to the Provincial Motor Vehicle Ordinance, 1965, including the introduction of a Juvenile Driving Permit for underage riders.

Officials say the move aims to regulate young drivers, promote road safety, and bring informal riding practices under a legal framework across Punjab.

Other Major Approvals

The committee also approved:

  • Amendments to the Punjab Government Advertisement Policy 2025

  • The Punjab Assembly’s annual session calendar for the 2026–27 parliamentary year

  • Proposed changes to the Punjab Infrastructure Development Cess Act, 2015

  • Amendments to the Punjab Sales Tax on Services Act, 2012

  • Approval of related rules and the draft Punjab Home-Based Workers Rules, 2024

Government’s Reform Agenda

Addressing the meeting, Finance Minister Mujtaba Shuja-ur-Rehman said the provincial government remains focused on fiscal discipline, business-friendly reforms, and protecting workers’ rights.

He directed concerned departments to ensure timely implementation of all approved decisions to avoid delays.

Provincial ministers and senior government officials were also present during the meeting, highlighting the importance of the reforms in Punjab’s legislative and administrative roadmap.
